Letter: Does the friendship go both ways?

There is an old saying, "a dog is man's best friend." The question is, is man a dog's best friend? If you have seen the news coming out of the Phoenix area regarding the rescue of large number of dogs, you would say "NO."

I am not saying all dogs are being mistreated or neglected and not just in the Phoenix area. All you have to do is look around Camp Verde and you will find dogs being left out in rain, in below-freezing temperatures and summer heat without adequate or any protection. Some are left unattended for days without anyone checking on their condition or if they have food and water.

Local animal control officers indicate the wording and lack of definition for "cruel neglect" in Arizona's Revised Statute (ARS) 13-2910 Section H-3, makes it difficult to protect these dogs. The Camp Verde ordinance, Animal Control and Licensing, also falls short.

I submitted suggested revisions and added wording to State Rep. Karen Fann and Camp Verde Animal Control, hoping they would move forward with them. Karen Fann says she handed it off to another legislator but did not supply a name. Camp Verde Animal Control's response was wait for the new marshal.

I urge all dog lovers to contact Karen Fann and the new marshal, requesting implementation of the revised wording to protect the dogs. I will send you copies of the wordings via email, anjon@q.com.

Hopefully that old saying does go both ways.
